Are Western Business Schools really creating value?

Exactly how much value have western business schools actually created in some of their overseas markets? As overseas education partnerships typified by business schools have commoditised education, is their curriculum really fit for purpose in some of their international markets, leaving their former students with the relevant knowledge and skills that are needed to develop their respective economies?
India has been and remains a fertile market for many western based business schools' with many HE organisations looking to capitalise on the young demographic opportunity, but are the students and moreover the country, getting what they need as an outcome of their education. If we omit the key cities of Indian commerce for example, Mumbai, New Deli and Kolkata, India is still an agrarian country where entrepreneurship skills would be more valued and appropriate within the community, than attaining an MBA or similar program of study.
This can be assumed to be the case in many emerging economies!
